How much construction is too much?

I just wrapped up my first game as Sweden -> Netherlands. I ended up with ~720mil gdp. By the end i had 4k construction going and about 50% gold reserves.

Is that... normal?

Also, there's literally not enough oil in the game for that sized economy. Had no idea how to manage late tech.
