Honest question regarding Star Trek Voyager

I have the full series, every so often I dig them out for a rewatch like maybe once a year.. But something always bugged me about the series. Why didn't they have one story that goes through the whole series and have so many episodes that needed a reset at the end, there were a lot of them.

Why was this particular series done in this way?
