Cafe mexicano xp

I have seen post on here that say this restaurant gives 1100 xp but I am at 100% upgrade in kitchen and 82% for interior and I get 940 xp... is this what newer players are getting for xp? Is it no longer 1140? Or do I need to finish upgrading the interior or save my gems? I am getting around 850 for corn dog van and have alot fewer upgrades.
