Nintendo anti-piracy PR campaign from the 90's? Seeking information

This is out of the blue, but I had a bizarre experience a long time ago and wonder if anyone else out there knows anything about it.

It was the mid-90's when I got a strange letter from Nintendo. I was a Nintendo junkie kid; I subscribed to Nintendo Power. The letter was more like a report than a letter... or, made to look like one.

It was a report on the pervasiveness of game piracy and how pirates are a bigger competitor than Sega, piracy drives up the costs of games, etc. It was about 8 pages I think. It was written as if it was an internal company memo and not intended for a consumer. But obviously, it was mailed to me, so either some strange screw-up occurred (hard to believe) or it was a trick mailer.

But at the time I was just a kid... I called Nintendo customer service and asked why I received it. They told me it must have been some mix-up and nothing to worry about, just some random thing; keep it. I accepted their explanation, but now looking back I wonder if it wasn't just a campaign to discourage piracy.

Does anyone know anyone about this? Was I the only one to get this weird mailer? I know it was a long time ago; it must have been mid-1990's, but maybe someone else remembers it?
