Anybody still using hps lights for flowering? I'm going back to hps for flower.

I'm looking for a 1000 watt dimmable hps grow light. Can anyone recommend me a decent light system for under $300. I live in northern climate and I grow in a basement that is around 60f year round. I currently have a mars hydro fc-e6500. Problem is I can never get my leaf temps ideal. I can get my tent to 77f with a space heater in the room. (Expensive) leaf temps are under 70f. I always run into issues with flower. Last 6 runs I've had issues. 20 years ago I grew with hps and never had any issues during flower. Back then I grew photos, now autos. So I'm going back so don't need to run the space heater. Hopefully someone can help.
