Even super soldier syrum wouldn't help Sam against Red Hulk

Since the point is to compare him to Steve, let's do that. Has Rogers ever fought the Hulk? I know he had a light hand to hand scuffle with Thanos in IW but he got manhandled. One punch and he was out. And in Endgame he needed mjolnir to fight him one-on-one and still got his ass beat. Why would super soldier syrum even make a difference? Thanos never even used the power stone on Steve. I know he scales above Hulk but is the only comparison I can think of.
