Stolen Packages in Apartment Complex

I live in an apartment complex in the US where I have repeatedly had packages stolen from me. The property managers are refusing to install security cameras at the building entrances, and they say that it's the delivery driver's responsibility to bring packages to the main office. The office is only open until 4 and in my area, UPS and FedEx routinely drop off packages around 6:30, so they are literally unable to drop off packages that way. I recently had a package delivered while I was out to dinner, and within an hour and a half of the package being delivered, it was stolen. The carrier provided a photo as proof it was delivered. Because of the photo, the company I ordered from is refusing to issue me a refund or to re-ship the package, and it cost me $150. Who is considered liable in this situation? Is my only recourse to get a PO Box for future packages and lose the $150 on this one?
