Please help! Spots on clothes every time I do laundry….

The washer we have is an HE washer and has no agitator, it also doesn’t have a place to put detergent separately, so you have to dump in the drum. We are staying at my in-laws and ever since we moved in, I’ve had this issue. It doesn’t happen to all my clothes but it’s mostly always cotton shirts and sweatshirts. I’ve also ensured that there were no stains prior to washing my clothes, so this is definitely from washing.

I’ve tried all kinds of different HE detergents. I also only use a small amount. The brand I currently use is the Seventh Generation sensitive skin one.

What could this be from? How can I prevent this? I struggle with depression and even just doing laundry is hard most days, so having these spots show up every single time I wash my clothes is so frustrating. Any help is appreciated.
