Are some directors,producers or actors truly unaware of how bad their product is?

Bad films shoud not be a problem that too in this era. I mean we are way past the "makkal namba enna pannalum paapanga" era. How come Shankar sat down and watched Indian 2 before release and was like "Yeahhhh People are gonna love this"
