Fastest horse is slow

just switched from erdel to cumcsem which is by far the fastes horse in the game. but there is no difference of speed only difference of stamina. and my good beginning (i use different language so the name of the perk is not precise for me) perk doesnt work. am i missing something or is this just a glitch
