Are recruiters honest?

Met a in-house recruiter yesterday. Medical field. She was very positive, said I was great fit. Said she "loved" my experience and personality. Talked salary expectation, benefits. Said she would send me over the benefits package to review in case we move forward. Said my next step was meeting hiring manager which she said she wants me to do ASAP. Said she was meeting with them around noon and that she wants me in front of them asap.

I realize I am probably big time jumping the gun and they all have a lot more going on than me, but I haven't heard anything. When should I follow up, Monday? Do they always act that enthusiastic? If hiring manager doesn't want to interview will they let me know that at least?

This is in management, normal clincial health care roles I am offered a job almost right away. This is a different experience so not sure what to expect.
