Bedsheets not changed

I regularly board at an intermediate station in the night. What a welcoming sight it is to see a crumpled up load of the blanket, the bedsheet and the pillow. What's worse? Curry all over the white (yellow?!) bedsheet.
I requested the guy in the train to change the sheet. He went to another coach, rolled up a used bedsheet as best as he could, put it in the cover and handed it over to me like it's new. How do I know? Hair follicles all over the "new" bedsheet.
I'm just done. I'm not asking for a brand new set everytime. But just passing away a used one pretending it's washed is just annoying. But looking at it, who's to blame? The guy who used my amenities who shouldn't have? The guy who should've changed the sheets?
I really don't know. All I know is we need to develop some civic sense as a nation.
