How to Withdraw my father I-130 USCIS

i submitted my father petition to USCIS last year and 2 months ago I received a letter from USCIS that I needed to provide evidence that he was my father and I live with him that is due in 1 month (which means they haven’t approved my father I-130 application yet) . However due to some circumstances my father chose to stay in the Philippines instead of coming to America because he will get married in the Philippines. (1) How do I withdraw his I-130 application? What are the consequences? (2) They still plan to come here to the USA but as visitor visa is there gonna be a problem if he apply for visitor visa? (3) Do i also tell USCIS them a reason why I am withdrawing or do I keep everything short? (4) Will I be able to reapply if I withdraw? Do I also get a refund? (5) is there a hotline I can call to expedite the process?
