Question, where do non-naturalizing tulips come from?

I have a bunch of parrot tulip bulbs that I have recently planted and it just occurred to me, that since they aren’t naturalizing, where do sellers get their bulbs from? There has to be a way, and I’m very intrigued to hear if I could replicate those circumstances to manually help them come back next year.
