Can my parents take away my blankets as punshmnt!?

Recently got in trouble for running away after parents threw bowl of food at me and hit me a bunch because i wouldn't re-do an outline for my writing class. Police bashed me for running out of the house because i felt unsafe and said i should appreciate having a warm house to sleep in... (so much for warm)

I'd also like to ask whether or not it is legal to hit a child with a belt in California. When me and my sister were around 7-8 yrs old we stole candy from a store and got hit with the belt multiple times. Yes, this did leave marks but sadly i was 8 and didn't know that i should probably take a picture. I am personally under the impression that it is illegal because i looked it up online but i'm not 100% sure. The officer said it was legal but i have my doubts... (no shade to all police officers! you guys are great!)

Now i am sleeping on a bare mattress with no blankets, sheets, and pillows, or any other coverings. I live in California so recently it's been pretty cold. Some nights i sleep in a rocking chair!? I'm thirteen if this helps. I'm really tired of sleeping in the cold and honestly just tired in general because it's hard to fall asleep :( I'd really appreciate any information that can be shared...

I also don't feel very safe living in my house because i live with two dads (not the sweet and caring kind) but i don't want to be sent to an orphanage or a bad foster home!
