Why are locum consultants so bad?

Not a troll post but genuinely interested to know why. Consultant in question is Eastern European but is on the reg registery so seems to have done training in the UK. Not to exaggerate but plans are so inappropriate and require the involvement of multiple specialties and dont add anything to patients management. Suggestions from juniors are far better consultants plans. Would appreciate if someone has a logical explanation to this.
