How do you start infinite history?

Everything says the rift by the partner customization robot in the time nest but it's not there; they also say you need a specific mentor, which is still a no go since I tried with Goku and Zamasu. What am I missing, do I need to complete the expert missions all the way through or the extra parallel quests I haven't completed?
