White growth on willow tree

Hi everyone! My family and I noticed this white growth on our backyard willow tree about a week ago. It has been irregularly stormy in our area this week, and we live in southeast Texas in a woodsy area. Does anybody know what this is and if it will harm our tree? Any advice would be appreciated! :)
