Sponsor as a sex offender

Can someone sponsor their fiance for a K1 visa if that person is a sex offender in the US? If so, how, and what extra steps need to be taken to do so?

There seems to be a way to petition for the sex offender to get a no risk certificate. If this person is denied the certificate, was that their only chance, or can they re-petition if something's changed?
