Quite on the streets of Tunis, why?

When I visited Tunis 2 months ago, I noticed that after 9 PM there were very few people out on the streets, even the main boulevard. This is in contrast to other cities I have been to in North African countries, like Marrakech, Hurghada, Luxor and Cairo where the cities are even more lively after dark than during day time, with some stores and restaurants not closing until about midnight or even after, and streets full of not just tourists but also tons of locals, actually more locals than tourists at night. This is NOT a complaint, I am just curious, is this related to Tunisian culture that it is like this even in the biggest city? It really felt like being home in Scandinavia when it was after 9 PM, our cities are quite like that also at that time. Tunis at night felt like Oslo at night.
