Having trouble with applying for SAVE/IDR/PSLF?

Hi! I am new to student loans and out of the grace period. I have been following all the links to apply for a program to lower the monthly student loan payment. My account is with Mohela and it keeps going around and around. There is nothing clear and when I try it states- “you cannot apply due an injunction to SAVE and IBR”. What do I do?
