My shorts stuck at 400 views.

So I created this new YouTube account a while ago to promote this product I'm selling using dropshipping, and weirdly every single short I post gets 400 to 500 per post and nothing more, is there a reason why?

Will the shorts on this account keep getting these same amount of views forever or will there be a sudden chance they may get crazy views in the long run? They do occasionally get about 15-30 likes and maybe 1-2 comments per post and again, it's mostly just a product type short video I'm doing per video.

So I just want to know if I should keep at it or will it not get anywhere?
