ELI5: Prop 1A vs. Prop 1B

I received two pieces of mail today: my ballot (yay!) and a flyer in favor of Prop 1B. My gut impression of the flyer was disingenuity but I realized that I don't have anything to back up that reaction.

I understand that one imposes a new payroll tax and the other reallocates existing payroll funds. What I don't understand is the implications of either decision. Can we discuss?
