Texas or Pennsylvania - where should I move?

Some background - I (40M gay) grew up in upstate NY, but moved to the Gulf Coast in 2018. I work in construction and insurance, and since Hurricane Ida in 2021, insurance here has been a nightmare so both my career and my dream to buy a house here are upside down. Also, crime has doubled, taxes have almost doubled, and I’m in a small medium city and don’t have much chance to grow my business. It’s time to leave.

So. Where to?

Texas: I’m thinking Houston, specifically, bc such a huge metro area should give me plenty of customers for my business, which is struggling in the 250K city I’m currently in. Houston has good healthcare because I have an immune system condition, Texas home insurance isn’t terribly expensive, and it’s inland enough to avoid most hurricanes. No state income tax. I’m already used to the heat where I am. What negatives am I not seeing?

Pennsylvania: I grew up near PA and I love old cities and there would also be a ton of work for me here as well, especially if I landed within 90 minutes of Philly, which would also be within 90 minutes of NYC and Baltimore - so plenty of customers everywhere. I’d also be within 6 hours of my 80 y/o parents. Taxes are much higher than here, but home and car insurance are half, or less. Healthcare would be much better. But. I originally left the North because I had bad depression problems in the winter, and I’m nervous about going back to that.

Are there other cities with metro areas of st least 2 mil I’m forgetting that would have what I’m looking for? Anyone know what the winters in Columbus, OH are like? Is Charlotte, NC an expensive place to live?

Free college: I never got a degree and it’s a huge regret - Mass, Tennessee, and Oklahoma all offer free programs for adults to finish college. Any good cities in these states that I should know about? Hows healthcare in Nashville? Worcester? Tulsa?
