Lost pigeon?

I live way South by 82nd and Johnson Creek and we NEVER get pigeons out here. This one has been hanging around my complex for several days, seems less scared of people and dogs than I'd expect, and has these two leg bands (one blue and one red). Is this someone's pet who is lost?
