Timeline for waiting on PSLF application mailed in October

I mailed my PSLF application on October 6. My loans are serviced by Navient and I don't have a MOHELA account. No emails received no snail mail received. When I check MOHELA's website for the status, I plug in my SSN and DOB and it says no such application is on file. It is now November 16. Am I correct in thinking that they are dealing with a huge overload of applications and this will take longer than the 14 days to get there plus 90 days to process?
