Microsoft Surface Book 2 + Link = Green checkmark in app, but no Rift environment on Quest

It appears that the Microsoft Surface Book 2 works with my Party Link USB 3.0 cable (attached directly to the USB-C port, not using the USB dongle), and the Oculus App shows the Quest with a green checkmark recognizing the Quest and USB 3.0 connection.

...the only problem is that I don't see the Rift home in the Quest. (updated to latest driver, and rebooted). All I see is the regular Quest background and nothing different.

Has anyone been able to connect their Surface Book 2 with a Link connection?
