stuck on mainquest, cant do side quests

So as the title is saying, im stuck on my mainquest for the sky breaker DLC. I learned the hard way that if i progress with the main quest, all the side quests will be locked untill im done with it. However, i cant progress in the mainquest as im currently lvl 21 and the mobs for the quests forward are lvl 25+. My original plan was to hustle some sidequests so i could unlock some better gear and weapons, but i cant as everything is locked. i cant find any info on how to fix this, would uninstalling the DLC reset everything or does anyone have any tips on this, would be very appreciated! :)
