What kind of bit setup is this?

From an instagram video. Shot it in the UAE, if it helps. Horse seems very uncomfortable; rider is quite young and does not have the skills or strength necessary to make comfortable the horse and work with it appropriately to clear such large jumps. It seems that the bit is being used as to patch up these insecurities. Just curious as to what kind of bit it is (looks like a type of gag), as I have never seen anything like it before and couldn’t identify it on my own.
