Can't find low level invasions (Xbox)

I'm doing a fresh run and wanted to get more into invasions and PvP in general. I plan to stop leveling at around 150 as recommended, but I was hoping to get some action as I play through the game. Currently I'm level 20 with max weapon level +8 (Edgar's Halberd). I haven't done stormveil yet as I'm taking my time grabbing and killing everything. Anyway, I have yet to be invaded or find someone to invade and I'm wondering if this is just dead at this point sub 150 RL on Xbox. Any advice or is this just the state of the game on console? I also have a hard time finding PvP on my 220 character.
