Hundreds of "stains" on my hood

Hi everyone,

I did a full wash on my car yesterday, didn't had time in last few months so i dont know when this stains apparead

I have like a hundred of this on my hood and only on my hood. My car is a 2019 Seat Ibiza

I tried a light polish, an harder one, clay, vinegar and even IPA but nothing worked. It looks like water stains but I think it's more due to a fragile finish and like small chips into the varnish

What do you think ? Chips in paint finish or stains that can be removed ?
