WHAT IS THIS ROUND 1 AND ROUND 2

i just saw a Lega edge video there it said that it's good if we apply for both the rounds, can someone tell me the exact meaning of this also they said the registration fee is 5k but i only paid 1.7k. this is for BALLB btw, please help me out
