Where to base in Belgium for 1 week?

Hi, so I am planning 1 week trip in Belgium in February, want to visit Brussels, Ghent, Brugges and Antwerp(Maybe Amsterdam as well). I arrive in and have flight out from Charleroi's Airport, so which is the most safe and comfortable city to base in? Thanks
